Résumé
Les transports sont responsables de nombreuses externalités, parmi lesquelles deux concernent la pollution atmosphérique : les gaz à effet de serre et la pollution locale (particules, NOX,…). Dans la recherche de politiques optimales de transport, ces deux externalités ont le plus souvent été analysées de manière indépendante. Nous proposons un modèle de décision séquentielle qui prend en compte conjointement ces deux types de pollution et intègre l’irréversibilité des politiques entreprises ainsi que la possibilité d’une réduction progressive des incertitudes par arrivée d’information. Nous trouvons d’une part qu’une analyse conjointe des deux sources d’externalités est nécessaire, et d’autre part que des mesures structurelles – qui réduisent les besoins en transports individuels – sont économiquement plus intéressantes que des mesures technologiques – qui réduisent les émissions de polluants. Nous illustrons l’intérêt d’une analyse jointe des externalités par deux exemples en matière de fiscalité automobile et de politique du logement.

State and local air pollution control agencies receive funding from a variety of sources, including state and local government funds, the federal Title V permit fee program, state and local fees, and federal grants under Sections 103 and 105 of the Clean Air Act. Unfortunately, state and local air programs have been underfunded for many years. Not only have federal grants remained relatively stagnant, but the purchasing power of state and local air agency resources has decreased due to inflation. At the same time, the responsibilities facing state and local air agencies have increased. Insufficient funds and increasing workloads have combined to result in an erosion of state and local agencies’ ability to address air pollution.

FOREWORD AND ACKNOWLEDGEMENTS
Transport Ministers noted the conclusions and recommendations of this report at the meeting of the Council of the ECMT in Dublin on 17-18 May 2006, and asked the Secretariat to transmit the report to the UN/ECE with a request to expedite deliberations on improved vehicle certification tests for NOx emissions for adoption world-wide. This was duly done. The ECMT is grateful to Heinz Steven of the RWTÜV Institute for Vehicle Technology in Germany for the analysis presented in this paper. The report was prepared by the ECMT Group on Transport and the Environment in co-operation with the OECD Environment Policy Committee’s Working Group on Transport.

grade of world’s most widely used nitrogen fertilizer used to meet new  US environmental regulations to cut air pollution  Urea tanks will be standard equipment for most new diesel trucks, buses, cars, and sport utility vehicles (SUVs) manufactured in the United States after Jan. 1, 2010. An automotive grade of urea will be injected into the vehicles’ exhaust stream to “scrub” nitrogen oxide (NOx) from the diesel exhaust. NOx, a major air pollutant, contributes to smog, which causes asthma and respiratory and heart diseases. The system, urea SCR or “urea-based selective catalytic reduction,” is the only technology available that can remove enough NOx from diesel exhaust to comply with strict new limits imposed by the U.S. Environmental Protection Agency (EPA), says Glenn Kedzie, Environmental Counsel for the American Trucking Associations.

THE STEF–TFE BOARD OF DIRECTORS

2006 was a year rich in events which were significant for our Group’s development, and yet the steering of our operations was made complex by fluctuating business patterns, which were compounded by a lack of vehicles. 2007 was no less rich in events destined to shape STEF-TFE’s future. Our regular, sustained business growth allowed us to adjust our operations very closely, and ultimately to post an operational profit and net income in line with the increase in consolidated revenues. We can therefore quite legitimately declare 2007 to have been a good vintage. However the economic environment in France and Europe was by no means favourable, with a major financial crisis, very high fuel prices, and food consumption still lagging behind overall consumption. All this merely underlines the quality of the profitable growth which the STEF-TFE Group managed to achieve, and which is mainly the result of the daily efforts exerted in order to optimize our operations.

Schon mit der heute geltenden Euro IV-Norm konnten die Emissionen für Stickoxide um 80 Prozent und für Partikel um 95 Prozent gegenüber 1990 verringert werden.
